New Container Tab option grayed out in menubar, popup on hover new tab button does nothing, clicking on container panel item shows no popover content #575

Windows 10, Firefox Nightly.

I have the test pilot addon installed.

The "Open New Container Tab" option in the File menu is grayed out. Hovering over the new tab icon (+) in the tab bar does nothing. Clicking on the panel icon displays a broken popover like in #382.

I had private browsing mode on for all new windows.
