making posts from "inactive" users only visible to them. #797

Closes #791

This pr was created in preparation for #795.

The desired results are:

Allow inactive users to be able to create/view/edit their own posts.
However, do not allow these posts or users to be returned in any search results by different users/endpoints, until the original poster is active themselves.

Reopening as the pr #798 is approved! However, before merging that one in, I would like to get this approved too so we can make sure that possible spam posts are not displayed on pulse

@danielfmiranda I think we need to update the logic here still do exclude based on the profiles active state, not the users.
