Errors when HTTPOBS_API_URL doesn't end in / #17

If you set your HTTPOBS_API_URL to http://localhost:57001/api/v1

It will set the full URL as: http://localhost:57001/api/v1analyze?host=plugins.mozilla.org

It should look at HTTPOBS_API_URL and append '/' if it's not already there.
