Doc updates #1028

Updates to /docs including new /docs/readme and /apis pages.

Haven't touched the repo readme or /docs/environment / /docs/tech_overview pages.. can do if required.

Feedback welcome!

nit: In https://github.com/mozilla/openbadges/blob/doc-updates/docs/apis/issuer_api.md I think we can get rid of the pointer to https://wiki.mozilla.org/Badges/Onboarding-Issuer considering all the other resources you've created.

Can we add another nod here to Backpack Connect as an option to tie what was mentioned up top together?
