Archiving the repo #1189

I've turned off the staging and prod apps on Heroku. Archiving the repo is the next step. All traffic going to backpack.openbadges.org now redirects to backpack.openbadges.org.badgr.io.

@alanmoo Can you archive the repo after merging this PR? Thanks.
