Increase color contrast in bootstrap skin

Both the settings and VPAT pages have very low color contrast between the page background and table.div backgrounds. FIX IT!

It's probably worth fixing in the bootstrap skinning we're doing, so make sure /examples/badgetastic/test.html looks good and hopefully the other two pages are using those base styles. If not, it would be reasonable to switch them over to use the base styles.

@threeqube Yes, but maybe this would just be part of restyling for brand consistency at this point.

@mgballard thoughts on how to handle these issues moving forward? We need to have overall brand cohesion throughout.
