Below are two screens for a quick solution, ready for review and then implementation by @daytonn. I suggest we add this feature for cities, but turn it off for other systems and issuers.

@christensenep has this been implemented? I didn't see it in the recent heroku staging.
I actually just merged the badgekit side of this a moment ago. That said, the categories won't be saved once a badge is published until the badgekit-api component is merged as well. I'll take a look at that now.

Exploring Earth and Space (science-related learning) Work & Career (experiences tied to college and career prep) Community Action (civic participation, citizenship, activism, etc.) Sports & Wellness (athletics, health, and nutrition) Design & Making (design, engineering, building, and creating) Media & Music (media and sound production) Performing Arts (theatre, dance, etc.) Storytelling (writing in all forms and reading) Coding and Gaming (programming, game design, etc.) Numbers (math-related learning) Zoology (all things animals)
