This implements the badge list page, badge detail/apply page, and claim functionality as prototyped by @mballard. The apply functionality is not yet implemented.

Can't comment on the newly included /static/css/badges.css, mostly because it's 7503 lines long! Do we really need all of that? Seems to me like most of it is Foundation components, which I have no idea if we actually use or not. (See also the comment about the JS includes.)
