Allow html in badge descriptions (not short descriptions). #94

Allows html in the long badge descriptions, including links.

html is still not allowed in short descriptions, as this text is currently displayed within an anchor tag. (I could enable it there if we just wanted to have bold text or something, but including a link would break things).
