Transfer heroku ownership, set up permissions #409

I'm thinking we should transfer ownership of our discovery and directory instances to the devops user and set up permissions to allow a larger number of people to administer the app. That seems to be what we're doing for a couple other openbadges apps.

Seems like the transfer of ownership to the devops user isn't crucial, and @christensenep has been added as a collaborator in the meantime.
