Clarify how we should collect issues form crates.io #169

Hi!

According to:

https://github.com/chaoss/grimoirelab-perceval-mozilla/issues/37

the are issues in how to use the crates API. How should we handle that? Developing a new backend to use the https://github.com/rust-lang/crates.io-index data?

@hmitsch just to make sure we are on the same page, it is not possible to update data from crates.io due to a 502 error.
