Support access token login to admin pages

In addition to supporting a full FxA login (#94) we should support access token login similar to the purchase flow. The story goes like this:

user logs into third party (Mozilla Concrete)
user does not make a purchase but instead clicks 'manage my payment account'
Mozilla Concrete links to the admin interface and passes the scoped access token

Actually, the same sign-in endpoint can be re-used for this, duh! Moved to https://github.com/mozilla/payments-ui/issues/202
