The Puppeteer update is mostly interesting because it comes with improved WebDriver BiDi compatibility and a newer Chrome version.

Note that the two Windows integration test failures are known intermittents; see #17931 and #18187 (which I have seen before but only now created a dedicated issue for now that we know more about the root cause).
