As a user, I want to be able to verify my email address on the fallback without creating a new password so that I can use Persona without needing to trust Mozilla to keep my password secure. #52
Also, I think that the credibility of Persona as a project that "aims at eliminating passwords" would benefit from giving users the ability to eliminate the fallback password.
An idea here would be to have a subtle link just below the "set a password" prompt:
That link could lead to a page that explains that if you don't set a password, we'll have to send you an email every single time you want to login.
