Add basic auth so we can show in-progress petitions to certain people #1

We should add basic auth so that we can give certain people a simple username/password when building/testing a petition.

Can you elaborate more on this? I don't know if we have any simple page for anyone to build/test a petition except us developers to create on github atm.

Heh. I wrote this ticket on behalf of someone - @secretrobotron was it you? - so I don't have anything else to add.

It was me!

Here's an example: building German data retention petition, but don't want it to be accessible to everyone even if the link gets posted. Can let the developer choose basic auth to block it.

For the future: if we have multiple petitions going, or draft ones.
