Our server needs to send submissions to SQS to be further processed. Would be excellent to get this working ahead of our ET/Basket setup (https://github.com/mozilla/petitions.mozilla.org/issues/2).

Note: Eventually, we'll have to do that actual "sign up" through basket (cc @adamlofting).

Adding SQS feels like we're making this more complex than needs be?

Or more precisely, this feels like a nice-to-have upgrade rather than the quickest route to shipping given our current todo list.

I decided to land it without SQS for now.
