Adds XSLT 3.0 Feature Request #571

This PR adds XSLT 3.0 as a feature request. XSLT 3.0 is a W3C recommendation since 8 June 2017. An existing implementation of XSLTProcessor() is present in Mozilla Firefox, and other browsers. This feature would improve access to open and up-to-spec XSLT processors and allow for multiple applications of otherwise marginalized XML community, much of it related to open data, linked data and semantic web.
