Add `service-nimbus` android-component library metrics.yaml #645

This adds the metrics.yaml file found in service-nimbus android-component, picking up the messaging metrics which were migrated from fenix's metrics.yaml file so that they don't appear as "removed" in the Glean Dictionary.

Changes look good to me. @travis79 , I disabled auto-merge as I wanted to make sure that you had a dry-run locally and that it was working before merging this in.

Yes I did a dry-run on this and the other PR I currently have open against the probe-scraper.
