DENG-3665 Update cloud function deployment command #752

This is a simpler workaround suggested by support.

If this turns out to be working it will supersede https://github.com/mozilla/probe-scraper/pull/751 and https://github.com/mozilla-services/cloudops-infra/pull/5627
