Data expiry alerts for raw telemetry following this proposal. No significant changes compared to the proposal except collect_through_date settings weren't implemented because we don't have any active uses of that.
Expirations are retrieved from moz-fx-data-shared-prod.monitoring_derived.table_partition_expirations_v1 and sent weekly between 25 and 5 days before the first day that data is dropped.
