Make glean dictionary a single page app #29

This turns out to be necessary to make this work properly on protosaur, but is probably desirable anyway.

It seems to be working fine without being treated as an SPA. What's the failure condition?

The main issue I found is that some of the links (e.g. the header, apps) go back to protosaur.dev, instead of protosaur.dev/glean-dictionary. Fixable, but we might as well do this properly.
