We need minimal CI to validate config.yml for new PRs

If we have CI to validate that the config.yml file is valid, then merging new bucket-serving requests should be very easy & reduce the friction of using Protodash.

This should not be too hard. I would seperate it into the following steps:

• Add a basic .circleci configuration
• Add YAML linting. Here's an example to work from: https://github.com/mozilla/probe-scraper/pull/224
• Add a simple json schema and validate against it. You can use the probe scraper repository schema as an example: https://github.com/mozilla/probe-scraper/blob/master/schemas/repositories.json -- writing the code to validate config.yml based on it is left as an exercise to the reader. :)
