Remote packaged apps cannot be added #738

You cannot add a packaged app to the simulator given a minifest URL:

@mattbasta can you try this again? It works for me if I use that URL in the simulator and then click "Add Manifest".

Doing that lists the app as a hosted app (it's a packaged app). Opening the app in the simulator yields the message "Cannot GET /index.html" (probably the response from the server).

The simulator does not seem to recognize that it's a packaged app and download the package.
