Warn if remote debugging is not enabled. #788

First time hooking the phone up to the simulator... 1) Device showed up as connected 2) Got a timeout on trying to push an app 3) Had to enable remote debugging on the phone

We should give a better error message than just the timeout.

(I thought we had an existing issue on this, but I just reviewed open issues, and I don't see one. #441 is related, but it isn't quite the same.)
