Phrasing elements - incomplete list #875

Hey everyone, is there a specific reason why the array with PHRASING_ELEMS is missing elements from the specification (apart from the ones mentioned in the comment - Canvas, Iframe, SVG, Video) like: U and S?

This work was done in #447 . I guess I (as I reviewed it) and/or the author missed some out? There is no justification listed there; it'd be interesting to see how the testcases would respond if we aligned this with the spec.
