Feature Request: Target Lines for Visualizations #265

Feature Request not on the roadmap:

Adding target lines or annotations to visualizations.

Annotations are constants on the x axis with an optional label to say something like "12-hour data interruption - bug ####"

Target lines are constants on the y axis with an optional label like "2-day Guarantee" or "Alert if over this line"

I'm mostly after target lines at the moment, if it's easier to prioritize one over the other.

Annotations have already been requested (and are on our roadmap) in #258, so this issue will relate only to target lines.
