Disable pyup again #906

I don't think pyup is useful right now since we're moving away from maintaining an own fork and we rarely or almost never merge any of the opened PRs, increasing the effort needed to garden the issues/PRs.

@emtwo @washort @rafrombrc Any downsides?

@jasonthomas From an OPs perspective do you insist on having it in place?

I'v written Secops and they've disabled it on pyop and I removed the pyup GitHub team from the repo.
