Add option to trigger one generation per week

This allows us to create generation task for past data either:

1. for each ingestion
2. once per day
3. once per week

I also added a --dry-run mode to safely test it.

Another small detail: the task name now has the date before the hash, so they are ordered by date in the taskcluster interface
