pulselistener: Allow configuration of repo name for treeherder links #2182

Pulselistener needs a setting to setup the repo's name as it's used by try/treeherder.

Right now, when an NSS patch is applied, the url reported on phabricator is : https://treeherder.mozilla.org/#/jobs?repo=try&revision=548a258b4d8e2cd29532cda96a25ef8da1ce39a2

where it should be https://treeherder.mozilla.org/#/jobs?repo=nss-try&revision=548a258b4d8e2cd29532cda96a25ef8da1ce39a2 (nss-try instead of try)
