Now that we can have an Android_only dot release with the same numbering scheme as Desktop (128.0.x instead of 128.x.0) that causes bugs in the past release template on the actual number of dot releases and the changelogs

TODO:

[ ] Write desktop + Android dot releases analysis class which includes metadata on which platform got the release, probably an enum like `DotRelease::ANDROID, DotRelease::DESKTOP,DotRelease::BOTH|
[ ] Update the template to use additional data
[ ] Have the template link to the right changelogs, mention when a release is Android or Desktop only
