future release notes can get skipped #78

We leave ourselves notes in releases/FUTURE/PRODUCT-BRANCH-VERSION.json. However, we skipped fx 53.0.1 and shipped a 53.0.2, so we skipped the future note.

We might want to remove the VERSION from the FUTURE json.
