Localization #44

We should be developing with Webmaker “continuous localization” strategy using Transifex so that our localization community can translate the courses. Product team will mentor on this issue.

To get ready for translation we need to change URLs to accommodate it. Iow the landing page would become http://training.webmakerprototypes.org/en/ and all English courses and static pages will be prefixed with http://training.webmakerprototypes.org/en/. @LauraHilliger what should happen when someone goes to http://training.webmakerprototypes.org/? Should they be redirected to /en/ by default or should there be a special landing page for it?

@LauraHilliger can you please prompt on bugzilla, I need some guidance on this to figure out how we will integrate with Transifex.
