Fix README.rst's installation instructions #111

To install scrumbugz, I had to change the following installation instructions:

  1. Activate virtualenv first.
  2. Remove pip install's obsolete -E option. pip will install into the active virtualenv (from step 1).
  3. Migrate after syncdb to create some missing DB tables.
