Update s3 bucket templates #21

Convert templates from JSON to YAML
Add conditions that prevent launching these templates in the wrong AWS region
Add new public.{us-west-2,us-east-1}.infosec.mozilla.org S3 buckets
Enable cross region replication from us-west-2 to us-east-1 with a new IAM Role
