lots of empty data packets sent to Input #141

There are a lot of errors in the HB error log for empty packets. For example:

My guesses are these:

  1. this packet is coming from an automation system and doing a ping or something like that
  2. this packet is coming from the HB test suite
  3. HB client is sending these packets when initializing or something like that
