Fix eData reference, PBM Sampling, and queue iOS study #199

We need to accomplish 3 tasks 1) Fix the references to eData.lastRun to be eData.data.lastRun 2) Make sure PBM is only for versions >= 41 3) Get the iOS study ready for quick redeployment

@gregglind - Please test on your end. While very little of this code is new, there's a lot of minor changes.
