Consider delaying the bar to make the bar less janky. #94

Hey guys, I got a heartbeat notification bar in nightly this morning. It loaded pretty much just after the active tab but my app tabs were still loading in the background. I think this caused it to be super janky. Is there any way to avoid that short of making Firefox not janky when loading 8 tabs simultaneously? Maybe delay the notification?
