Made urlcontent have a many-to-many relationship with linked files
Ensured that linked CSS/JS from the same url only gets saved once
URLScans only generated for html files, not any other kind of link
Changed the local storage file paths to be based primarily on timestamps

NOTE: Merged bugfixing into this branch, probably review / merge that first to see a better diff
