Create ansible playbooks for deploying ssh observatory #127

This is a task to create ansible playbooks for deploying the following services...

ssh_scan_api (the production api server)
ssh_scan_worker (the production api workers)

The database will be an RDS instance, and thus will not require an ansible playbook.

This will not run on a server, but a container service, and is thus irrelevant to chase down now.
