Remove old kb topics from forms

Describe the bug Since we have completed the topic normalization in (https://github.com/mozilla/sumo/issues/1850) and the data migration (https://github.com/mozilla/sumo/issues/1852) in stage, we should consider removing the old topics from all the kb article forms (example: kb/new or edit article metadata forms).

Solution approach:

[ ] Add an obsolete/archive flag in Topics
[ ] Add an obsolete/archive flag in Products
[ ] If a product is marked as obsolete, all the relevant Topics will be marked too (for 1:N relationships only)
[ ] Automatically mark a topic as obsolete if there's a redirect for it
[ ] Filter out obsolete products and topics in AAQ
[ ] Expose editable flags in /admin
[ ] Skip ES indexing
