Manually flagging a newly reported question will automatically remove the question from the /moderate page but the question is not added back if the flag is invalid

Preconditions Sign in to SUMO with an account that has the necessary permissions of moderating flagged content.

Steps to reproduce Steps to reproduce the behavior:

1. Submit a new question to a freemium product.
2. With a different account access the question submitted in step 1 and report it.
3. With the account from the preconditions step access the /moderate page and notice that the question from step 1 is removed from this list.
4. With the account from the preconditions step access the /flagged page.
5. Mark the report as not valid and click on the "Update" button.
6. Navigate to the /moderate page.

Expected behavior

• After marking the flag as invalid in step 5, the question is automatically added back inside the /moderate page for topic moderation.

Actual behavior

• The question is not added back inside the /moderate tool if the report was marked as invalid inside the /flagged page.
