TAAR-lite should filter recommendations by platform and language #35

Several of the issues here could be resolved if we had language and OS. This shoudl be accessible if we are able to just pass the user agent string through the AMO APIs directly to TAAR-lite and process it internally.

Basic UA string parsing is in #36. Need to add filtering of the recommendations based on platform and locale still.
