Pulling one of a pair of split tabs into a separate window will reproduce the split in the new window #24

This is mentioned in the acceptance criteria https://github.com/mozilla/tab-split/blob/master/docs/acceptance.md

However, currently dragging a tab out of a split pair will destroy the split and move the dragged tab to a new window.
