Revert "configured local development environment using docker" #17

Reverts kimberlythegeek/tantalus#16

After @m8ttyB 's request to add all scripts into version control, namely the batch scripts that run on windows, I decided that the master branch should match that of our production environment, and the docker config should live in a separate branch until it is closer to production-ready.
