Setup local dev env #8

Setup and document a repeatable, working local developer env. The net goal of this issue is to create a low friction way to develop against sisyphus. This may take the form of docker, vagrant, etc.

[x] Identify what direction to take for local development needs
[ ] Create and document how a new contributor would setup a functioning dev env (readme)

status update: we had a working-ish docker image, and now I'm currently running into some weird imports errors that I wasn't getting before, that continue to occur even after rolling back to a previous (working) commit
