Redesign the telemetry-dashboard #666

This replaces #665 as I can't push to @mcfunley 's fork.

I addressed all the feedback from @chutten and restored the non deprecated link.

The following links were removed (since they are deprecated/decommissioned/broken):

Mission Control (see this thread);
GUD (deprecated yesterday);
Shield Study Docs (it's been deprecated since forever..)
"File a bug" as this is no longer the preferred method for signalling problems
Reports portal as it contains outdated knowledge
