Not spam welcome messages on days that arent test days #7

How would the bot know that there isnt a test day on because currently test day topics are left until the next test day. I like this so will split it into a different bug.

issue #4 and this one require that we have a mechanism for seeing when test days are on

the bot kills itself now after 24(e8869ad9279d8) hrs so not to spam. When I move things over to be database backed will start consuming from that

We decided to not greet people when they join the channel anymore. So PR #26 removed the greeting feature completely.
