Add 'bootstrap' run mode #98

Is should help users install packages required for running TLS Canary. The boostrap_linux.sh script would become obsolete.

Actually, the boostrap_linux.sh would not become obsolete, because some packages need to be installed before pip can compile all tlscanary dependencies. This probably voids the idea for this mode altogether.
