This ticket tracks moving the UA Service to its own repository and having Tofino consume a (versioned) version of the API. This is similar to the existing page-metadata-parser dependency, which is independently moved upstream. #825 is part of this work.
The motivation for separating mainline Tofino from the UA Service is to allow the Tofino team to work against a documented API and to allow the UA Service team to iterate independently of the Tofino codebase.
