Ability to rearrange tabs in Overview #954

I believe Overview has a lot of potential! Tab Groups was my favorite feature in Firefox since it was so easy to organize my tabs and I believe that making Overview a central feature of Tofino would help increase usage of this feature rather than having it feel left out as Tab Groups was to the majority of users of Firefox. One such feature would be adding more interactive features to tabs in Overview to make managing tabs easier than focusing rearrangement efforts on the tab bar itself.
